As talks for government formation proceeded, CFD decided to remain a separate group in Parliament supporting the Janata Party. In December, that year, Mr. Singh demanded a coalition government in Centre and States ruled by the Janata Party -i.e. Moreover, several Janata Party began questioning the dual membership held by Jana Sangh members who were also Rashtriya Swayamsevak Sangh members. Sworn-in on December 2, 1989 as Prime Minister along with his deputy Devi Lal, Mr. Singh served for almost a year.
